Funnelback patch 15.6.0.18

Description

Fixes a bug where administrator users with collection restrictions would have thier user configuration files corrupted when creating new collections.

Affected files

lib/perl/Funnelback/Bureau.pm: Adds new methods to correctly handle user.ini files.
web/admin/create-collection.cgi: Use new method as added above.

Deployment

Deploy the provided files on top of an existing install (Note: No jetty restart is required for this change).
As patches are cumulative, apply deployment instructions from any previously unapplied patches.
